Deadline under the Fairness Act for the following U.S. persons to submit applications:
  • 1983 Beirut barracks bombing victims with final judgments entered before December 29, 2022.

The USVSST Fund began issuing 9/11‑related lump sum catch‑up payments on a rolling basis.
April 10, 2023
The Special Master notified claimants eligible to receive 9/11‑related lump sum catch‑up payments of their payment amounts, as calculated by the Comptroller General, Government Accountability Office.

The statutory deadline under the Clarification Act for the Special Master to authorize third-round payments, which replaced the prior third-round deadline.
February 19, 2020

Deadline under the Clarification Act for the following U.S. persons to submit applications for third-round payments:

  • Eligible claimants with a final judgment entered after September 13, 2019. Applications from these claimants must have been submitted no later than 90 days after the date of obtaining the final judgment or by February 19, 2020, whichever came first, in order to be considered for the third-round distribution.
  • 9/11 victims, 9/11 spouses, or 9/11 dependents with final judgments entered before November 21, 2019, who did not previously submit an application to the USVSST Fund.
  • Hostages taken from the United States embassy in Tehran, Iran, during the period beginning November 4, 1979, and ending January 20, 1981, who did not have an eligible claim before November 21, 2019.

United States Victims of State Sponsored Terrorism Fund Clarification Act enacted.
September 13, 2019
Deadline prior to the enactment of the Clarification Act for new claimants to file applications for consideration for the Special Master’s authorization of third-round payments.

The filing deadline for claims from U.S. persons with final judgments obtained before the Notice’s publication in the Federal Register on July 14, 2016, and those who qualified as an Iran hostage, or spouse or child thereof.

Application Deadline:

The USVSST Fund continues to accept applications to be considered for future payment rounds, the timing of which will depend on the availability of funds. In general, claimants must submit applications not later than 90 days after the date of obtaining the final judgment, except for those claimants subject to the Fairness Act’s deadline to file applications for payment by June 27, 2023.See also FAQ 1.9 ("What is the last day to file a claim?")
